Nobody can ever gain an exception from this rule for any reason. One bad apple spoils the whole basket, so you can blame scammers running chargeback schemes for this rule.
However, any gains accrued to the bitcoin amount you purchased during this reserve period will still be yours. This is a good investment in that sense. You just have to be patient on receiving the coins.
